Organisation & scope
Global is the Dataverse default (root) business unit — exactly one. A region is a child business unit of the root. A country is a team owned by a region, not a business unit. Platform 1 pushes a project into a region and then assigns it to a country team so access is separated by country. A user has exactly one business unit; cross-region working is granted by team membership in the second region.
A user has exactly one business unit. Cross-region working is granted by adding the user to a team in the second region, never by a second business unit. Any member whose home business unit is not this team's region is shown as a multi-region exception and cannot be added without a stated reason.
