What an hour of a role at an iHub costs and what it is charged at. Rates are dated windows, so old estimates keep the numbers they were made with. Cost and charge are column-secured; only the finance administrator sees the values.
This persona sees rate scope and dates. The values read (secured), exactly as Dataverse column security returns them.
