Delegation
A delegation moves approvals from one person to another for a stated period. It cannot form a loop, it cannot hand over a role the delegate could not otherwise hold, and anything past 90 days needs a reason.
Delegation is a convenience for planned absence. It is not the mechanism that prevents blockade — team-addressed approval is. A step should never depend on a delegation being in place.
